Implement goreleaser

This has already been partly implemented. Namely, building the artifacts and creating the release on GitHub as well as updating the brew tap for the new release.

What should still be done is optimize the existing CI using the GoReleaser output:

  • [ ] Have the docker builds follow the GoReleaser version (git tag)
  • [ ] Upload artifacts to Plural using the output matrix from GoReleaser
