Maybe it should be listed under teamworking tools?
I think it can go either way. The free version is what my extended family uses as a messaging app. Wire makes money by seeking a Pro version to teams.
Given that there's a pointer to https://www.securemessagingapps.com for secure messengers, I think Wire should be in the list somewhere. Wire could be under the team working tool section only on the paid version I think, but the free version is fine as a audio/video/chat encrypted messenger.
If someone can make a PR, otherwise I will be adding it when I make changes to the list.
