Problem with the sum of orders made in a budget

we have been using GLPI since version 0.83, including the Order / Order Management plugin to manage the order process for the technical service of our school. I took over the management GLPI with an update in 0.9.0.1. At that time I noticed that in the management of budgets, in the "GENERAL" section of a given budget, orders placed on this budget (whether validated, received, or paid) did not appear in the budget. "Total spent on the budget" which always remained at 0. By cons a list of all orders placed on this budget appeared well down (whatever their status) with the "Budget already used:" which was the total of all orders entered, always whatever their status, and so with that we still had the total of the budget used.

Since the update with the latest version GLPI 9.4.0 (and of course all plugins up to date), the "Total spent on the budget" remains at 0. But in addition this time the "Budget already used:" only the sum of orders "pending approval" or "pending delivery". If the order is "delivered", its cost is no longer taken into account.

Is this last point normal, and also why "Total spent on the budget" still remains at 0 ??
