I need the file question type to be available for public forms. What is the impediment to this being available?

File question in public forms introduce a security issue which cannot be solved. Therefore this feature is disabled.

There is the possibility of having an online repository like OneDrive or Google Drive. to insert a file instead of the question and thus allow public forms to attach files.?

Maybe but Formcreator reached end of life. No new feature wil be developed anymore.

Forms are being implemented in the next major release of glpi. I don't expect that you will be able to upload files anonymously, but you might request the feature. If you subscribe to paid support you will be eligible to get a quote for that feature.
