No, this is not normal. Locate the file formcreator/css_compiled/styles.css.min and rename it (this will hide it from GLPI). Then refresh the web page and see if the display is correct.

Try to run bin/console plugins:formcreator:scss. Then reset the browser's cache. Shortcut may be F5, Ctrl+R or Ctrl+shift+R.
