Forms without answer, only targets

Since almost any target field can take values from form questions, it would be possible to create forms that do not generate responses and only use targets as output, this could be used to create custom tickets, cases or problems.

I don't see the point to not save the answers. It is true that in some case they won't be used (or be useful), but not saving them in specific cases will make the plugin even more complex : this would add new internal workflows in addition to the existing one; with much higher code complexity.

What is the added value of your suggestion ?
