bendout object sends program change messages instead of pitchbend messages

tested in both 32/64bit vst3i in reaper win 10. i cant say for the bendin object; wasn't able to test that one yet.

Thanks for reporting, I'll look into it! I've received another bug report about issues with MIDI sysex messages, maybe they are related.
