Describe/explain the bug A clear and concise description of what the bug is. When you try to change the startAngle value, it will break the tooltips in some areas.

To Reproduce https://codesandbox.io/s/nivo-pie-typescript-forked-jjpp4v?file=/src/index.tsx same result in https://nivo.rocks/pie/canvas/

Steps to reproduce the behavior:

1. Go to the document
2. Change the start angle to some negative value
3. hover on that angle
4. The tooltip not shown there

Expected behavior show the tooltip
