Document Volto 19 add-on development and install
We have the following documentation for Volto 18, but not for 19.
We should add documentation for Volto 19 by running through each of these files to ensure it works exactly as written for Volto 19. If it's possible to update each doc by merely including Volto 19, then let's do that.
If there are significant differences that require different steps, then instead copy each file, renaming it to include 19 in its name, and modify their content for Volto 19.

@stevepiercy I think the content is still accurate as written for Volto 19. Should we double check that and update the title to include both Volto 18 and 19 instead of creating new, duplicated chapters?
@davisagli I really don't know whether there are any differences for each of the two processes between 18 and 19. If they're in fact identical, then it makes sense to update the content in each to include 19, instead of creating a separate page for 19.
@stevepiercy I read both pages and didn't notice anything that needs to be changed (aside from maybe updating the example console output from cookieplone). But I read pretty quickly, so it wouldn't hurt if someone could follow the instructions and verify.

I would like to start working on this issue now. I will set up the Volto environment to verify the documentation steps.
