Content rules Control panel is not translated

Describe the bug The content rules control panel /controlpanel/rules is not completely translated. In the content rules table, event names, status and actions are not translated. The same goes for the edit and configure views.

To Reproduce Steps to reproduce the behavior:

1. Have a site in a language other than English
2. Go to the control panel
3. Click on Content rules (This should be properly translated)
4. See error

Expected behavior Translations should be in place
