Order blocks in sidebar doesn't respect layout restrictions: required and fixed position
Steps to reproduce the behavior:
- Go to ControlPanel > Content Types
- Add new content type: Book
- Go to Layout for Book and enable editable blocks
- Click on Title block and then on Settings in the Sidebar
- Select "Required"
- Select "Fixed position"
- Click on the Order tab in Sidebar:
- You are able to move the Title block and remove it from here.
Expected behavior
- If a block is required the
deletebutton should not be present in the Sidebar Order Tab - If a block has
fixed positionthe drag & drop button should not be present in the Sidebar Order Tab
Software:
- OS: All
- Browser All
- Volto Version 18.x.x
- Plone Version 6.x
- Plone REST API Version 9.x

@avoinea i am able to reproduce the issue also, the behaviour of add block button looks pretty confusing to me. like we can create a new block but if button is disabled than the button don't show up.
@avoinea !refernce issue video Is this correct? should not it restrict creation of new blocks under restricted block?
