Add controlpanel for plone.volto `block_types` index (wip)

The controlpanel uses the blocktypes endpoint from plone.restapi. pr: https://github.com/plone/plone.restapi/pull/1789

• [ ] Resolve Error: Hydration failed because the initial UI does not match what was rendered on the server. which occurs when going to /controlpanel/blocktypes and reloading the page
