Handle permissions for blocks

With classic Plone we had this "feature" that we could manage permissions to allow/disallow some users to add or manage some specific tiles or portlets..it could be nice to have it also with blocks ;)

I don't know if this topic was already discussed or analyzed before, but we should implement it for a customer and would be great to have it soon.
I'd like to develop a community-aproved way, so if someone have an idea or an implementation proposal, let me know and we can discuss it.
The main problem could be the fact that blocks are only defined in frontend and roles are only managed in backend, so we need a common point where the two worlds can join their informations without writing them twice.
