Event: Link to ics is broken on non published events and events in non published page

Steps to reproduce

• Create event with workflow state different than published
• Click on "Download event"

This is a bug. There are setups where events are not public but internal. Why do you think this bug should not be fixed?

@ksuess I do think it should be fixed. I closed a different issue, #3378, which is a duplicate of this one.
