Block transforms don't run for the Volto Content Types Layouts editor

Similarly to #1868, when you use the Layoutseditor in the content types control panel for a particular content type, the block transforms don't get run

This was supposed to be fixed by https://github.com/plone/plone.restapi/pull/1477. Someone needs to debug and figure out why it's not working.
