Sphinx 5 supports docutils 0.18.x

Description

With the upcoming Sphinx 5, docutils 0.18.x will work with it. We have pinned docutils<0.17,>=0.15.

Once we bump or unpin sphinx-book-theme<=0.3.99, we should also look at bumping or unpinning docutils in our requirements files.

myst-parser 0.18.0 released on 2022-06-07 now supports Sphinx 5.
