`create` command should install latest cached in offline mode

When Lazybones detects the user is offline and the user runs the create command without specifying a template version, Lazybones should automatically pick the most recent cached version of the template, if there are any cached versions.

There is also the question of what to do if the local cache has a newer version than the remote repository when the user is online. Should the local cache version take precedence or the 'known latest' in the repository? I'm tempted by the latter.
