Make sure you have:

.NET Framework 4.7.2 installed All files in unzipped in a folder and that you run the .exe in the same directory as all other files are located. If that doesn't fix it try clearing your %temp% folder and restarting your PC.

I already have everything installed, also I'm running this on VM, there's nothing in %temp% folder.
