a new toturial about teamcity-on-docker

Hi! I found PWD is super good to use and I have created a new toturial about how to run TeamCity on Docker. ;) Welcome to suggestions.

Hi @marcosnils @williamquiviger! I and @Chen-Zidi would like to kindly ask you for a check and maybe a merge because we have tried over the Internet and there are no such browser-based tutorials on Teamcity with docker. Also, I notice that there are few tutorials in play-with-docker to let users learn CI/CD tools such as Teamcity, Jenkins, which may be very popular nowadays. Meanwhile, We have tried a lot to write tutorials on online CI/CD learning platforms such as Katacoda and mybinder but unfortunately, those platforms cannot support Teamcity well. However, I find this play-with-docker project environment can smoothly support Teamcity and is easy to use so I am quite sure that with such tutorials, this project can benefit learners in the field of DevOps a lot. Hope you can consider this PR and we can edit based on your suggestions and we will be responsible for the tutorial all the way, thank you!

@Spycsh thx for reaching back. We really appreciate the work that you've done here and we agree that's very useful for the community as a self-based tutorial. We're working on a redesign on the PWD tutorials, so we'll surely include this when that project lands .
