Describe the bug

When exporting all data from a Plausible hosted site and importing to self-hosted, assets/js/dashboard/stats/graph/visitor-graph.js will not show hour or minute graphs due to a check on line 161 which displays "Interval is too short to graph imported data" even for days where hourly data does exist in Plausible hosted.

Expected behavior

Several resolutions exist.

1. If Plausible is not doing a full resolution export of the hourly data it has, do so so the self-hosted appliance can display all the same reports. If this is a multi-gigabyte download that is resource intensive, make it a paid option or only allow it once per billing period.
2. Do not block off hourly reports if the data exists.
3. Redefine raw imports from ClickHouse as first class data rather than imported, so the check does not prevent hourly display.
