How can I install (compile) on Windows 64.. thanks.

You don't compile it, it is pure python/js code and should be installed like any other Octoprint plugin. Check out how to install Octoprint on Windows (link) and then how to install plugins. However: I have never tested any of this under windows, specifically the camera interface examples are targeted for linux systems (bash), but it should be doable.
