Provide a Web UI to configure PulsarRPA

Currently, configuration for PulsarRPA is managed outside of a web interface. To improve usability and flexibility, introduce a Web UI for configuration management.

Here are two proposed solutions:

  1. Configure the system using a PulsarRPA starter, and then start PulsarRPA.
  2. Start PulsarRPA and provide a Web UI to add/modify configurations while the system is running.

This feature would make it easier for users to set up and adjust PulsarRPA, increasing accessibility for non-technical users and supporting dynamic changes.
