Remove cacert installation for Windows

Rely on the composer/ca-bundle package instead

@pjcdawkins This has been put there because the CLI was not working on Windows during testing. As I see that the ca-bundle package has been there for a couple of years, is it possible that it does not work on Windows? Did you manage to build the CLI for Windows and it works?

Hence the Draft... we should verify whether it works and find out when + why it doesn't.

We can see the library is not totally bug-free on windows https://github.com/composer/ca-bundle/issues/35
