Could not start PIO Home server: Error: connect EACCES

Description of problem

Upon VS Code startup, I get the following exception. PIO Home is set to "Show at startup". I think it's due to local web server starting up slower that Platformio expects, so when it tries to connect, the port is not yet open. On subsequent retry to open PIO Home from toolbar, it opens successfully.

Configuration

VSCode: 1.24.1 PIO IDE: v0.17.0 System: Windows_NT, 10.0.14393, x64

Exception

Could not start PIO Home server: Error: connect EACCES 127.0.0.1:8010

It seems that Windows block this connection. Do you have firewall enabled? Or other antivirus tools?

Yeah, this is gone if I disable my Kaspersky Endpoint Security 10.
