Add PIO remote agent as a valid `PORT` type for upload, monitor and test.

Allow specification in platform.ini for upload_port, monitor_port, test_port to be a remote port on a PIO agent.

It already allows for IPs, why not permit it to connect to a PIO remote agent port?
