Add support for VEGA Aries boards

PlatformIO Version: 6.1.11, VSC PIO Home Version: 3.4.4

Description of problem

The VEGA Aries is a new series of Development boards developed by Centre for Development of Advanced Computing (CDAC) India.

These boards could be added to the Arduino IDE by adding a json to the configurations and installing these boards from the board manager.

It would be quite nice if these boards could also be added to the Platform IO core.
