Terminal does not open in project folder while it works on Desktop

Description

Entirely new to programming so please forgive the cluelessness. The terminal window works perfectly fine in the default directory (desktop) but will not work when I open Atom in a project file.

Steps to reproduce

  1. Navigate to project folder in file explorer
  2. Open Atom using right-click menu
  3. Click plus sign to open terminal

Expected behavior: terminal opens and loads windows PowerShell with my settings

Actual behavior: The Terminal refuses to open. there is a resistant blocking cursor instead

Reproduces how often: 100% of the time

Versions

atom --version

Atom : 1.48.0 Electron: 5.0.13 Chrome : 73.0.3683.121 Node : 12.0.0

apm --version

apm 2.5.0 npm 6.14.5 node 10.20.1 x64 atom 1.48.0 python 3.8.3 git 2.27.0.windows.1 visual studio

OS name and version: Windows 10 64bit Platformio-ide-terminal version: 2.10.0

Additional Information

here are some issues that I suspect may be related to the problem: -in my installation, other terminal packages also do not work -initially, the package was not installing. it gave some java error but eventually installed -changing default shell to cmd also breaks the application
