Add ESP-C3-M1-I-Kit to boards

I am a college student currently working as an intern. Using this project to help me practice. I used: https://docs.ai-thinker.com/en/esp32c3 to compare and match information for the board.

Hi @wmjohnanderson ! Thanks for the PR. There is no such variant esp_c3_m1_i in the official Arduino core for ESP32 https://github.com/espressif/arduino-esp32/tree/master/variants. Please add this board there in the first place.
