Add AVR compiler for ARM64

Hi @ivankravets, it seems Homebrew has an AVR compiler for ARM64, as written in this post:

Can’t build with toolchain-atmelavr on darwin_arm64

Can we add this package to the PlatformIO registry so we can compile natively on Apple silicon?
