FR: Add Chinese Quotes to `Quote Style`

When working with markdown files, we may want to add support for quote styles that are not English. One example in particular that was mentioned by @zhl111 in #769 is the use of Chinese quotes: 「」 and 『』.

Describe the Solution You'd Like

Allow users to specify Chinese quote characters as the ones to force by the Linter. It may be helpful to let users specify what are considered opening and closing smart quotes so that if the straight quotes option is not found, it can convert all of the specified smart quotes to the desired quotes.

Need this feature, IMO for Chinese contents, the quotes in styles like「」 and 『』will bring a better screen reading experience than “” or ‘‘.
