[Moderation workflow] New content flag flow

Parts of this flow will be implemented in #1498 #1499, etc. but this ticket is to make sure we test and complete the entire flow for flagging a note.

Given that I am a user of Nos When I click on Flag content Then I see a Flag Content screen with the following elements: Header: Cancel | Flag content | in active Send button Body: Create a tag for this content that other people in your network can see.
