Fix `IStore.PruneOutdatedChains()`

The current 9c chains have unnecessary Blocks with multiple ChainIds. Running IStore.PruneOutdatedChains() on these chains break the chain for some reason. This is rather detrimental to the performance of chains and needs to be fixed.
