App bar forced rotation is buggy

1. Doesn't always switch orientation upon opening app bar:

   • Have the app bar's force landscape setting enabled
   • Open Chrome
   • Press Fn+Shift+R to switch to portrait
   • Press the planet key
   • Unexpectedly, it does not switch to landscape. This is inconsistent with the behaviour of the Cosmo

2. Jarring unnecessary rotation transition sometimes upon going home:

   • Be using gesture navigation (System settings -> Accessibility -> System navigation -> Gesture navigation)
   • Have the app bar's force landscape setting enabled
   • Be on the homescreen
   • Press Fn+Shift+R to switch to landscape
   • Press the planet key, tap the planet icon, and tap 'Force Rotate'
   • Press the planet key to switch back to landscape
   • Open Chrome
   • Swipe up from the bottom of the screen to go home
   • Jarringly, the home screen is momentarily in portrait, then switches to landscape. It now does this every time you go home like this
   • Using 'Force Rotate' does not stop the behaviour, but Fn+Shift+R does...
