CoDi does not stay disabled when rebooting

The CoDi always re-enables itself upon rebooting, which is really annoying considering https://github.com/shymega/planet-devices/issues/14, which requires that I disable it every time I reboot. Using CosmoCtl as workaround.

Device: Cosmo Communicator Android build number: Cosmo-9.0-Planet-02032021-V25
