Add unauthorized user group - 'non_logged_in_user' group

I would like to be able to..

Configure access for non-logged in users to specific data.

If the group is not configured the default page should be login screen.

Is your feature request related to a problem? Please describe.

This can use the same configuration interface as group management that was added, but uses this group as user when not logged in.
