Port Plan to 1.16.5 Forge

I would like to be able to..

As discussed in the discord earlier. I would like to be able to use Plan on 1.16.5 forge, without needing to resort to hybrid server cores.

Is your feature request related to a problem? Please describe.

Because Spongeforge for 1.16.5 still isn't out yet, and hybrid server cores are notoriously unreliable, it would be very useful to be able to use Plan on 1.16.5 forge without needing bukkit or sponge.

It should be a bit easier to get a forge version now that Plan has been ported to fabric since some of the code can be reused.

This is still likely to be as large endeavor as #1956 was since I don't know the forge API either.

Does PLAN currently support Forge servers? I have placed both the Fabric and Build versions in the mod folder and neither have generated their config folders.
