support geolocation db and middleware support

Goal would be for users to allow to load .mmdb and .csv database files containing ip location, and have it be used from a middleware (which relies on the state to be there).

This can then also be enabled for rama-fp + echo as a demo.

It can be useful also to verify the location of target servers/proxies.
