Add option to refresh vehicle data now

If you come home and plug in the car, you want TSC to refresh the vehicle state immediately. Also, a parameter should be added to delay the refresh so you can e.g. create a Tasker automation if your phone connects to Wi-Fi the car data should be fetched. But as this might be before the vehicle is plugged in, a delay is needed.
