Deleting 'Article text' and 'Other' Article Components appears to have no effect

Describe the bug The 'Article text' and 'Other' Article Components continues to play a role in OJS after being deleted.

To Reproduce Steps to reproduce the behavior:

1. Go to 'Article Components' setup
2. Delete everything (including 'Article text' and 'Other')
3. Add a new not required component
4. Create a new submission
5. Upload a file
6. When systems ask for selecting the component other will appear (although deleted)
7. Go until the last step (review) and the docs check will fail asking for Article text.

What application are you using? OJS version 3.4

Additional information If setting the Article text as non-required before deleting it, the error in the review step will not occur.

@henriquejsfj, can you write a little more about what you'd like to accomplish? Deleting these is pretty drastic.

@asmecher My use-case is very specific... I don't receive the text file, only the abstract. And some images...

Am I the only one facing this issue? Haha

I don't want to bother you if the code design relies on the main text file. But maybe this could be fixed setting the Article text as not required when deleting... The 'Other' component is another problem.

Anyways, as the Article text has an easy work around (setting as non-required before) and 'Other' component isn't harmful l, you may close this Issue.

I would prefer to focus effort on #9610, that is blocking me 🌚
