Allow editors to read and reply to discussions in the submission summary panel

Describe the solution you'd like Add a block to the submission summary panel that shows discussions in the current stage and allows editors to read and reply to messages.

Who is asking for this feature? This was a recommendation after user tests for https://github.com/pkp/pkp-lib/issues/7495.

The UI to create a discussion, reply to a discussion or read a discussion has not yet been mocked up. These mockups show user avatars, but these are not necessary to complete this issue. Work on user avatars is filed separately at https://github.com/pkp/pkp-lib/issues/8899.

In the pursuit of revising submission lists, here's my proposal to upgrade the discussion feature in our workflow to include discussions as well as include a way to manage editorial tasks more efficiently. Here's how the screens and the workflow will work:
