[OMP] Adding publications to the catalog in the copyediting stage triggers publication

Describe the bug In OMP 3.3 & 3.4, publications that are in the 'copyediting' stage appear in the list of options to add to the catalog. When they are added to the catalog, they are immediately published without notifying the user.

If the feature is working as intended, we should add a confirmation message to notify the user that the submission will be published once added to the catalog.

To Reproduce Steps to reproduce the behavior:

1. Go to Catalog and click "Add Entry"
2. Select a publication that is in the 'Copyediting' stage and save
3. Go to the submission and note that it is now published
