Consider option for number of required reviews

Describe the bug For 3.5.0, we have three dashboard filters for submissions in the review process:

https://github.com/pkp/pkp-lib/issues/10363 treats the conditions for submissions to move from "Needs reviewers" to "Awaiting reviews".

Editors also want the ability to control when a submission moves from "Awaiting reviews" to "Reviews submitted". The current workflow expects all assigned reviews to be completed or declined by the reviewers, with editors possibly canceling or declining awaiting reviews in the "Awaiting reviews" stage before a submission moves on in the common circumstance that not all reviewers complete their work.

For many journals, there is a threshold of reviews (e.g. 3 per submission) that is used to determine when there is "enough" review activity. This could be configured at the journal level, with that number then used to set a per-submission default when the submission enters the review stage. That way submissions with different requirements can be accommodated.

TBD: Are editors prevented from sending submissions that have not met the assigned threshold to the Copyediting or Production stages? (I recommend not; it might be useful to warn editors, but blocking them doesn't seem justified.)
