Add link to release notes in the plugin gallery

When a user is viewing a plugin in the plugin gallery, they can see the current latest version available but information about the release isn't readily available. I would like to propose that we add an optional link to release notes for the version. The release notes could be included in plugins.xml and displayed if present.

What application are you using? OJS, OMP or OPS version 3.3/3.4/main
