chore: Use a src directory project layout

Requires PR #59 to go in first and then should be rebased.

  • Using a src/ directory layout makes it more explicit what is being packaged and ensures that there is never confusion about if the code being tested is the installed code or the current state of the source code.
  • Include the tests in the sdist.
