PICA: ignorableFields parameter should support masking

e.g.

[other parameters] --ignorableFields 1...,2...

It supports only . for any single character

@nichtich I added "1..." and "2..." to the end of the list of 0 fields, so fields start with 1 and 2 are ignored now from completeness and validation.
