allow configurable exit failures for pkgcheck scan calls

Currently pkgdev commit and pkgdev push use the GentooCI checkset defined internally by pkgcheck, but it could be nice to allow discerning users to alter the keyword set that triggers exit failures based on what they want. For example, some users may want more warning level keywords to trigger failures so they're more apt to notice and fix them.
