shortcuts: do not escape commas in service shortcuts

Description

Currently, commas in the keys of shortcuts are escaped. However, commas only have to be escaped in non-service shortcuts. This PR adjusts the shortcuts module accordingly.

While I was at it, I also simplified the module.

Tests

I successfully tested this change on my own system.
