[REQ] GlobalBasicSetting_13.xml Editor

Acknowledgement of preliminary instructions

What idea do you have?

Make an editor for GlobalBasicSetting_13.xml as a replacement of the ClientAppSettings.json Editor. Their is a fps cap setting ("FramerateCap") that was proven to work.

I know this was already suggested but it wasn't in github yet (If it was, then it was closed and I'm not going through 1000+ posts) and wasn't in the contingency version of 2.6.0 so, I decided to make a post for it.

Oh and I guess a profile system would still work, it would just impact less overall.

It's not in the contingency yet because I don't know if I can get around to implementing that in time. I'll keep this open though.
