`px deploy` checks if the required containers have already been created

Is your feature request related to a problem? Please describe. While trying to run px deploy, the timeout limits are hit, and the script ends, even though after waiting a while, the pods come online.

Describe the solution you'd like Though a manual timeout flag would be much appreciated, what would be better is if the command when successively run can check if a step has finished/pod has already been created and continue.
