cli install and build on windows

Is your feature request related to a problem? Please describe. I get the caveat that pixi needs linux nodes to run on. But it would be nice if the cli could be installed on a windows machine

Describe alternatives you've considered Although wsl is nice. it is a hassle to switch shells
